What is a full market value appraisal?

A comprehensive valuation that determines the market value of a property in accordance with Section 194 of the German Building Code.

It establishes the price the property would be expected to achieve on the open market at the valuation date, taking its legal characteristics, condition, location and other value-influencing factors into account.

The valuation methods are not necessarily different from those used in a value appraisal. The difference lies in the depth of analysis and documentation. Every relevant source, assumption, calculation and methodological decision is recorded in detail so that the result can be independently reviewed and defended.

This makes the full appraisal suitable wherever the property value may be examined or challenged by courts, tax authorities, banks, lawyers or other parties.

How is a property's market value actually determined?

The German Property Valuation Ordinance (ImmoWertV) provides three established valuation methods. Which method is appropriate depends on the type and use of the property, normal market practice and the quality of the available data. Selecting and applying the right method is a central part of the appraiser’s work.

Comparative value method

What have sufficiently comparable properties actually sold for? The value is derived from suitable recorded purchase prices, comparative factors or land reference values and adjusted for relevant differences such as location, size, condition and features.

Commonly used for condominiums, owner-occupied houses and undeveloped land where suitable comparative data is available

Income value method

What income can the property sustainably generate? Market-level income, operating costs, the remaining useful life and the property interest rate are used to derive a value from its earning capacity.

Commonly used for rented residential properties, investment properties and commercial real estate

Asset value method

What are the land and the existing building substance worth? The land value and the depreciated construction costs are combined and then adjusted to reflect conditions in the local property market.

Commonly used for owner-occupied and special-purpose properties where income or sufficiently comparable sales are not the primary basis

Frequently asked questions about the Full Market Value Appraisal

Clear answers to the questions customers usually ask before requesting an appraisal.

It means the appraisal is prepared with the level of investigation, documentation and reasoning expected where the valuation may be formally reviewed or challenged. Every relevant assumption, data source, calculation and valuation decision is documented so that another professional can understand how the result was reached. It does not mean that a court is obliged to adopt the value without its own assessment.

No appraisal can guarantee that a particular authority will adopt a specific value. The report is prepared so that the valuation can be independently reviewed, with transparent documentation of the underlying data, methodology and reasoning. Where a formally evidenced market value is required, this is generally the appropriate type of appraisal.

Every Full Market Value Appraisal includes our guided digital property inspection. Depending on the property and the intended use, an on-site inspection by the appraiser may also form part of the assignment to document the property's condition and characteristics directly. We determine the appropriate scope before the appraisal is commissioned.

The appraisal determines the market value as at a specific valuation date. That conclusion relates to the property and market conditions existing on that date. If the property changes significantly, the market moves materially or considerable time has passed, an updated valuation may be appropriate.

If the valuation is only for your own planning, negotiations or internal decisions, a Value Appraisal is often sufficient. Where the valuation is expected to be formally examined, evidenced or challenged, a Full Market Value Appraisal will usually be the more appropriate choice. If you are unsure, we will discuss your intended use before you commission anything.

The required documents depend on the property and the purpose of the appraisal. Common examples include the land register extract, cadastral map, floor plans, living-area calculation, energy performance certificate and, for rented properties, lease agreements and rent information. Additional documents may be required in individual cases. We review your situation first and tell you exactly what is needed.

The timeframe depends on the complexity of the property, the completeness of the documents, whether an on-site inspection is required and the intended use of the report. Once the necessary information is available, we will give you a realistic delivery estimate before the appraisal is commissioned. Express processing may be available for suitable cases.
